No. We have only developed the ability to predict volcanic eruptions in the later half of the twentieth century.
The most recent eruption of Tambora was in 1967. This was a very small, non-explosive eruption.
In 1815 Mount Tambora in Indonesia killed over 90,000 people. 10,000 alone were killed because of the pyroclastic flow. 80,000 more dies because the ash killed all the crops and vegetaion causing people to die from starvation or disease. I don't know exactly how many people dies but it was over 90,000.
Long ago, when people built these cities, they didn't know that the mountain up on top of them was about to erupt. When people discovered that the volcano does erupt, the population of the city was too big. Therefore there are too many people to evacuate the whole city so they just carry on living there, in constant knowing that they are in great danger.
The number of times a volcano erupts varies greatly and depends on various factors such as its location, type, size, and geological history. Some volcanoes may erupt once and remain dormant for centuries, while others may erupt frequently over a short period of time. It is not possible to predict the exact number of times a volcano will erupt in its lifetime.
They can put up some signs, or symbols such as an example like the typhoons signal...

they diddnt
eh, psychics? We don't know when they're going to occur in advance, they can only look at patterns of when faults slip or volcanoes erupt and guesstimate.
The last major eruption of Mt. Kilimanjaro was between 150,000 and 200,000 years ago so, NO people did not know that it would erupt.
there were many warnings about mount St.Helen if they had an earthquake it would trigger the volcano to erupt causing the people to know if it will erupt or not
we don't know
when do you know when a volcano is about to erupt
you never know when the volcano is going to erupt or shoot ash...it is better if you just stay away from them period.
i don't know really but it i think it will erupt after Halloween i will find out!
Mount Tambora is on a destructive plate boundary. This is because the australian plate is subducted underneath the Eurasian plate.
When lava spews out of it.
