If you believe someone is using your mobile hot spot you can go to your settings and tap on internet sharing. This will give you a list of who is using your WIFI.
In this process one of the device is host and another is receiver. So in this case if you want to share your mobile data (internet) then you are the host. You are required to create a hot-spot or also called portable hot-spot. You can do this by going to setting and then in networks and wifi connection setting panel. You will find the Hot Spot/Portable Hot-spot/ Tethering option and you have to turn it on. Then you have to turn the wifi on the other device. This will connect both the phones and you will be able to share internet from first to the second when you turn on your Mobile Data.

It is free. I have a psp and love it. The WiFi feature is completely free. The only thing that isn't free is if you use the t-mobile hot spot feature witch is a mobile internet, but if you have a wireless router or are anywhere near one, it should work. hope this helped ~bradley
