There was a 5.4 near Oslo, Norway in 1904. It damaged many buildings, but no casualties. 5.4 may sound small, but for a country that has virtually no earthquakes to speak of and has no earthquake proofing in their building codes, a 5.4 can do quite a bit of damage.
