A coastal plain is formed when there is runoff from precipitation that flow back into the ocean and weathers and erodes the land near the coast. This usually happens on inactive plates. A lot of the East coast of the North American plate is a prime example. That is why as you get closer to the beach there is more and more sand because as you get closer to the ocean, the sediment gets smaller till it is sand.
