I assume you are referring to man-made snow delivery? A lot depends on where you live.
There are companies like Ice Now (Phoenix, AZ area and Las Vegas, NV) that deliver ice but also have machines to make snow. It is sold by the weight and ground/blown on site.
The snow is blown onto the grass or made into hills to "sled", sometimes folks want it on their house as decoration. Mostly, it's just for playing in.
Find a local company by searching for "snow delivery" and call for pricing. They will help you plan how much you will need. Then just invite friends over with coats and mittens (yup, it's cold) and enjoy playing for a day or two.
For holding a sled together in the snow, you should use materials that are waterproof and durable, such as nylon straps, strong adhesive, or metal fasteners. These materials will be able to withstand the cold and wet conditions of the snow and keep the sled secure.
A 4-12 pitch with a 30lb snow load will hold approximately 6 feet of wet snow. If you went to a 40lb-snow load and kept the roof pitch at 4-12 your roof would be able to hold 8 feet of wet snow. We don't get that much dry powder in New England...:)
Michael's and Party City I know have it. Walmart and Kmart might also have it. You might also call your local CVS or Walgreen's.
Cold air is needed for snow because it keeps the water vapor in the air frozen as ice crystals. When the temperature is above freezing, the ice crystals melt and turn into rain instead of snow. Additionally, colder air has a lower capacity to hold moisture, which causes the water vapor to condense and form snowflakes.
Snow in April is less common because the temperatures are usually warmer as we move into spring. Warmer air can hold more moisture, leading to more rain instead of snow. However, snow can still occur in April if a combination of cold temperatures and moisture coming together.
