What I normally use is Rubbing alcohol. I'd have to go with anything above 50% pure. as other ones are diluted with water (that's if you have a plaster cast)
If you have a fiberglass cast, I would recommend a squirt of Zippo fluid and a rag.
I know it sounds crazy But it's great for removing marker, stickers, and light glue messes.

Get some nail varnish remover on a cloth and start rubbing then keep repeating this step till all the mark is gone then get a wet cloth and remove the excess. Rub marks left from the nail varnish remover and now the permanent marker should be gone 0v0 \__/

bleach or hard scrubbing um, try this, put dry erase marker on top of the permanent marker and erase it with a tissue
I would try fingernail polish remover. That will take permanent marker off of almost anything.
