in emerald you bring it to a guy in Devon corp. in diamond and pearl oreburgh museum
I have Pokemon Sapphire, but it's the same thing in both games. There are two fossils, one is the root fossil and one is the claw fossil. The root fossil will get you a Lileep (which then evolves into a Cradily at lvl40) and the claw fossil will get you an Anorith (which also evolves at lvl40 to give you an Armaldo). Hope that helps!!
In Pokémon Sapphire, you can choose to revive either the Claw Fossil into Anorith or the Root Fossil into Lileep. The decision is up to personal preference based on which Pokémon you prefer to have on your team.
Claw comes out as Anthorip and root comes out as Lileep. It doesn't matter which one you choose because you can get the opposite fossil when you beat the game, but I personally prefer anthorith.
In Pokémon Emerald, the Mirage Tower contains two fossils: Root Fossil and Claw Fossil. Players can choose one fossil to revive into either Lileep (from the Root Fossil) or Anorith (from the Claw Fossil) at the Devon Corporation in Rustboro City.
You can find two fossils in the dessert where you need the go-goggles, but you can only choose one fossil. The root fossil contains the first evolve form of cradily and the claw fossil contains the first evolved form of armaldo.
Lileep comes from the root fossil :)

A Lileep
The root fossil turns into a lileep which you can get restored at rustboro city
You can get Lileep from a Root Fossil. Go underground and dig a while and you will find a Root Fossil. The fossil is hard to get in Diamond and easy in Pearl. Lileep evolves at level 40. It's a rock and grass type.
