CAN'T. Must have 3-wire w/ground.

[First off, I want to admit that the wording of this answer is skewed. However, if you read the answer you will understand why. It is techinically correct in terms of the NEC. -TJNII]

The idiot that wired my house did this. To add insult to injury he connected the hot to one circuit and the neutral to another. I was almost electrocuted because of it.

Do it right or don't do it at all. Your negligence may kill someone.

How do you wire a 220 volts light?

The light is wired the same as any voltage fixture. Bring the source voltage to the fixture and connect it to the two fixture wires. If you want to control the off-on of the fixture take the source voltage to a switch first and then out of the switch to the light fixture.

How do you replace dining room light fixture?

If you don't know how to install light fixture, I don't recommend that you do it by yourself. The installation theory is actually very simple - all you need to do is attach fixture on the ceiling (or any other place) and then connect the electrical wires (usually there are two of them). After that it's good to put the light cover over the fixture to improve the appearance.

Outside porch lamp has no box just two wires coming in black wires are tied and don't connect to fixture just the white wires what is going on here?

You would have to provide more info to be certain what your problem is. Typically a black and white wire would connect to the two wires on the light fixture. The fixture should also be controlled by a switch that "breaks" the black (Hot Wire) to turn off the fixture. If you have a volt meter you can see if there is 120Volts between the black and white wires with switch on. If there is a single white wire going to fixture (Neutral), where is the "black wires tied" to. Maybe one of the black wires has broken off the fixture.

What if the new light fixture has 2 black wires and no white wire?

If the new light fixture has 2 black wires and no white wire, it likely means that the fixture is designed to be connected to a circuit where the white wire has been designated as the hot wire instead of the black wire. Make sure to double check the wiring and consult a professional if you are unsure.
