Paint doesn't really react with anything except air. Some paints are called non-convertible coatings and their solvents simply evaporate leaving pigments on the base material. Others are called convertible coatings. They react with oxygen and themselves on exposure to air, forming the familiar 'skin' which clings to the base.

Why can't sound travel trough dark matter as we say it is present everywhere?

Sound requires particles to travel through, but dark matter is believed to be non-interacting, meaning it doesn't interact with the particles that carry sound waves. This lack of interaction prevents sound waves from propagating through dark matter.

Why doesn't iron rust if it is covered in paint?

The tar blocks oxygen from getting to the iron. But tar is such a nasty substance! There are a lot of better rust proofers available for iron. A lot of people use oils (the process of seasoning a cast iron pan involves heating the pan very hot then applying fat to it, allowing the fat to work itself into the pores of the iron), waxes or just paint.
