When it reaches the brain, the brain makes a decision, and sends it back down the spinal cord with the interneuron and passes the decision to a motor neuron. The motor neuron carries the decision to the designated muscle, and the muscle makes the move. Obviously all of this happens within a second. You wouldn't notice your reaction to the stimulus until it has happened since you react to stimulus very often.
