There are many ways in which people and the government manage population change.

There are many real-life examples of how to control overpopulation. China, the world's most populous country, has implemented the one-child policy. This limits majority of the couples in China to have only 1 child, vastly reducing the population. India, which is currently facing severe overpopulation, is implementing numerous measures to counter overpopulation. Firstly, we have the use of contraceptives. Contraceptives are given out to people in India, encouraging them to use it to prevent pregnancies. In some places, forced abortions are carried out to prevent increase in population. The government has also put in plans to educate women, both on sexuality issues as well as financial independence. Educating women on how to do jobs can make them financially independent, without the need to rely on their husbands. This will definitely increase their status both in the family and socially, and thus will not be controlled by their husbands. Also, when women are doing jobs, they have less time to have children.

When facing underpopulation, the government will usually encourage the people to have more children by providing them with incentives to make their lives better. Most of the time, the government will aid and provide the children with better education, healthcare and so on, increasing the chances of couples having more children.

In both cases, advertising are equally important. Banners, TV ads, posters etc. are used to spread awareness to the people and encourage them to do the right thing.

From another aspect, in population change, mainly population increase, more towns and urban areas are built to accomodate the rising population to prevent overcrowding.
