Generally speaking, weight doesn't equate to volume. Off the top of my head, I would say it would take about 50 bags to equal 1 cubic yard. Also, to check this, a yard of soil weighs about 1 ton (2000 lbs).
So if you need 7 yards, I would have a local nursery, or supply house deliver the 7 yards of topsoil. In W. PA we pay about $22/yd delivered. Compare this to $2 - $3/bag: $750 - $1150 plus loading & unloading your truck (or car) and about 25 trips to the hardware (or wal-mart-boo).
40 pounds of topsoil is about 2 cubic feet, which will cover an area of 3 by 4 feet, with 2 inches deep.

in my area a typical 40 pound bag of soil is about 2 feet by 16 inches by about 2.5 inches.
there for a 40 pound bag would cover about 3 square feet at 2 inches thick.

I'll paint the picture for you. If you were to take a hole that was 1 cubic foot and fill it with soil from a 40 pound bag I'm guessing (because I use the metric system) that you'd be able to fill another hole the same size, so 2 holes of 1 cubic foot each per 40 pound bag. 1 cubic foot is = 12 inches x 12 inches x 12 inches.
In gardening it is common practice when applying topsoil or mulch to apply it to a depth of 4 inches at the least for it to do it's job efficiently. So one 40 pound bag should roughly cover 3 square feet with 4 inches of topsoil.
16 divided by 3 = 5.33333333 so roughly 5 bags but get 6.
Always better to get a little bit more than not have enough to complete the job.
You can always return any unused items.
I do apologise for any mistakes. I'm used to buying bags in either kg or litres, so it's hard to convert.
If all else fails measure out the area and mark it out with twine.
Buy one 40 pound bag of topsoil, use the whole bag at 4 inches deep (carefully) so that you can see what sort of area you have covered with just one bag. You should then be able to gauge how many more bags you will need.

It depends on the size of the bags. There are 20 hundredweights to the to but as health and safety czars do not allow builders to lift that, most bags are now 1/2 a cwt so that will mean 40 bags to the ton.
This question cannot directly be answered without having some kind of an idea for the volume of 40 pounds of the topsoil you intend to use (also known as its density). There are huge differences between eg. peat and sand, both which can reasonably be called "topsoil".
