Then the question is meaningless. Liquid ounces is a measure of volume. Pounds is a measure of weight. It's like asking how many inches are in a minute.

It just so happens that the definition of a liquid ounce was based on the weight of water. That's why you can convert the two IF the liquid in question is water. If it's not water, you have to find the density of the substance and and divide the weight by the density to get the volume.
