The theory emphasizes the idea that the existence of the universe points to a purposeful creator.
It's a law of nature - the way our Universe works. Whether there is a purpose in the laws of nature... Well, that depends whether you believe whether the Universe was made by God, or by random chance. Perhaps the Universe is more organized that way. In any case, this law is closely related to some other laws, such as conservation of energy, and conservation of momentum.
Stephen Hawking did not believe in a personal God, as he leaned towards a more scientific explanation of the universe based on physics and cosmology. He viewed the laws of nature as responsible for the existence of the universe rather than a supernatural being. Consequently, he did not believe in the traditional concept of God as described in religious texts.

The Laws of Nature and of Nature's God refer to the laws established in the created universe and the laws established by the Creator. These laws can be observed or reasoned by use of one's conscience and would be observed and reasoned the same by all people throughout the world. Obviously, if one does not believe in a Creator their reasoning would not direct them to a full understanding of the Laws of Nature and of Nature's God.
The God is not wait. There are the laws of the universe and if the soul sins, she will die, and if the soul seeks to light she find it!
