You might, if there's current in it. The current might flow from the wire, through the scissors and your body into the ground (which can be some grounded object you're touching).

If you're cutting something like a cord, with two wires in it, you'll short-circuit the current and will get spectacular fireworks if the current is high enough.

Thus, it's never a good idea to cut a live wire with scissors.
