Neptune has 13 rings and they are made up of dust particles
Neptune does have rings, but they are faint and difficult to see from Earth. The rings around Neptune are made up of small particles of ice and rock. They are likely remnants of a moon or comet that was torn apart by Neptune's gravity.
Neptune does not have 13 rings. Neptune has 13 moons and 5 rings.

In a comparison to Saturn, Neptune's rings are much darker while the ones circling Saturn's are very bright. Neptune's rings are probably made of rocks and dust as opposed to ice, like Saturn's. Rocks and dust would not reflect as much light, thus appearing dark instead of bright.
Nobody knows exactly. Normally, planetary rings are made up of rocks caused by impacts between planets, moons and asteroids. However, Neptune is not a solid planet, so there is nothing for other space objects to impact on. Also, Neptune's rings are very faint and incredibly difficult to see. Therefore astronomers think the rings of Neptune are made of micrometre dust (dust the size of a millionth of a metre) and ice particles.
Neptunes rings are made up out of gas.

It has rings so " balcony to the rings" if that helps at all
None. The only spacecraft to have studied Neptune's ring was Voyager 2 and, rather than find complete rings it found that the so-called rings were made up of arcs with gaps between them.

Rings of Neptune was created in 1989.
As of June 2014, 14 moons have been found orbiting Neptune. The planet also has thin, unstable rings that are made if dust.

The four gas giants, Jupiter, Saturn, Uranus and Neptune, have rings. The rings are made up of dust paricles and ice.
