You will have to battle some of the trainers before you reach him. As for "getting through" the gym, if you mean beating Pryce - simple. Use an electric or grass Pokemon for Seel/Dewgong, as they are dual ice/water types (preferably electric as grass is weak to ice), and a fire type ONLY for Piloswine. Alternatively, go and level up some more. Pryce is really not very hard to beat.
You must use the rocks to your advantage. You need to slide on the ice until you reach the rock directly across from Pryce. Make sure you find a path before you wander aimlessly. Keep a lookout for new rocks.

If you have beaten Pryce, you go to Goldenrod and drive away Team Rocket, then go from Mahogany to the east, go through the icy cave and when you get through you're there.
You can battle Pryce after you defeat Team Rocket HQ. I suggest you use Fire/Electric type Pokemon, since Pryce uses both Water and Ice types

mk after you beat that old man pryce. you head on to blackthorn via the ice cave, pick up waterfall while your in there, and battle Clair the dragon lady, just make sure you've dealt with team rocket in the radio tower and such.
