As of my last knowledge update in October 2023, Cuba is often cited as a country with a revolutionary government, established after the 1959 Cuban Revolution led by Fidel Castro. The government maintains a one-party socialist state, with policies rooted in the ideas of Marxism-Leninism. Other countries may also have revolutionary elements in their governance, but Cuba remains the most prominent example.
There is no country with no ruler. Every country has a form of government that includes a leader or a ruling body to govern the nation.

There is no revolutionary nationalist. A person is either trying to overthrow the current government which makes them a revolutionary or he/she is a nationalist who supports the government. Nationalism is patriotic flag waving loyalty and devotion to a nation.
I suppose the USA launched itself with a revolutionary government. So did the Soviet Union. So did France.
