To rotate a picture on a Mac, you can use the Preview app. Open the image file in Preview, then go to the "Tools" menu, select "Rotate Left" or "Rotate Right" to rotate the picture in the desired direction. You can also use keyboard shortcuts Command + L to rotate left or Command + R to rotate right.

The Sun doesnt Rotate
To turn a tablet 90 degrees, simply rotate the device physically in your hands. Most tablets have an auto-rotate feature that adjusts the display orientation automatically. If the screen doesn't rotate, ensure that the auto-rotate setting is enabled in the device's settings. You can usually find this option in the display settings or by accessing the quick settings menu.

As far as we know it is not possible for a planet not to rotate, they all rotate because they have some form of gravity within them that gets them turning, perhaps you are thinking of Venus which turns in the opposite direction to all the other planets in our Solar System.
Because if you rotate it about its center it looks different (not symmetric) no matter what the angle is.
