You want to pin point a location in the state. You would move the + sign, side to side and up and down. To help you draw lines parallel to each other and equally distanced from each other across the map and down the map. then number them. 0,1,2, etc So now you have a bunch of squares across the state. 2 across and 4 down place you in a specific location. 4 across and 2 down a totally different place.
So what if the +sign was in the middle of one of those squares? Then we build a grid inside the square. Also numbering the squares. So 4 across 2 down square 14, gives us the location we want.
