this probably isn't the most professional answer but the gist of it is that whether or not something is an active or an inactive substance is determined by how well it reacts with other atoms and molecules, this (i believe) is a function of how many valance electrons it has, very few valance electrons (1 or 2)makes it easy to react with and a lot of valance electrons (7) makes it easy to form bonds with as well. that's my idea of it. although i would definitely fact check everything I've said just for safety. I do know that the most active metals are those at the bottom left corner of the Periodic Table.
