In the Open Systems Interconnection (OSI)communications model, the physical layer supports the electrical or mechanical interface to the physical medium. For example, this layer determines how to put a stream of bits from the upper (data link) layer on to the pins for a parallel printer interface, an optical fiber transmitter, or a radio carrier. The physical layer is usually a combination of software and hardware programming and may include electromechanical devices. It does not include the physical media as such.
core
A mechanical layer in the context of technology typically refers to a physical layer in a device or system that is responsible for mechanical support, protection, or functionality. It can include structures like casings, enclosures, or physical components that help maintain the physical integrity and functionality of a device.
Application layer: Data Presentation layer: Data Session layer: Data Transport layer: Segment (TCP) or Datagram (UDP) Network layer: Packet Data Link layer: Frame Physical layer: Bit

Because it is mainly made up of gases in the air.
physical layer
The top most layer is the application layer and bottom most layer is the physical layer. Since data is transferred from top to bottom, I would say that the starting layer is the application layer.
1. Physical layer
First layer of the OSI model covers the cabling and electrical signaling. The first layer of OSI model is the physical layer. The physical layer also decides the transmission mode and physical media.

Physical layer
The physical layer of the OSI model is responsible for encoding frames in to the electronic/RF/optical signals of the physical medium and for reading the media and translating back in to usable frames.
