Energy comes in different forms. Electrical energy can easily be measured in terms of volts and amps, these can be combined to give watts directly. Thermal energy can be measured by the rise in temperature of a fluid or gas being heated, plus the amount of the fluid passing per second. Or if it is being heated by natural gas, you have a gas meter to measure the quantity of gas being used per second or per hour if you like, and the heat content of the gas should be known.. For an internal combustion engine you measure the fuel flow rate, and know the heat content per liter of the fuel.
