So when you pull the snapper arm across the mousetrap, it hits it. You just slide it in there, with the more hook part facing up. But you have to kind release the bar you pulled down, just slightly so that the snapper arm will stay in place.

This happened to my Chevy Venture too. When I took the arm off, I discovered that the arm and the part that rotates the arm connect by a pattern of grooves, like a gear. The grooves on the inside of the wiper arm were worn down so they were not catching, causing the arm to move just a little then stop altogether. The entire arm needs to be replaced.
