You can't read amps directly from outlet. You need to either put an amp meter in series with the current between the outlet and the load or use a clamp on ammeter on a single wire, not the pair of wires in an extension cord.
Think about electricity being a vat full of water and the outlet as a spigot. To power a lamp think about connecting this spigot by a hose to a lamp. Also think about a return hose from the lamp to get rid of water. Until you turn on the spigot, no water flows so you can't measure it. If you try to measure in bot directions at once the flows cancel each other out and you get zero. To get a measure of flow you just measure flow in one hose or the other.
