Its not people that are vunelrable, its more like countries. Earthquakes are caused by tectonic plates shifting and giving way, its where 2 plates meet that earthquakes are caused. On Google images you can probably find tectonic plates maps and it will show you where and what places are on top of the plates.

Other then that no specific people are targeted unless you count the residents of the countries!
