Washington DC is located on land that was originally part of Maryland.

Article One of the United States Constitution provides for a federal district, distinct from the states, to serve as the permanent national capital.

By cession from Maryland (and originally Virginia) and the acceptance of Congress, the Federal District was created and become the seat of the government of the United States. Subsequent to the founding of the Federal District the land that was formally in Virginia was retroceded (or returned) to Virginia.
