Are you asking about drop in trajectory measured in milliradians (mils) angular displacement? That requires more information about the trajectory.
Are you asking about liquid volume? The rule of thumb used by pharmacists is that there are twenty drops in one cc of liquid, thus one drop would be 0.05 ml, but obviously this also depends on the surface tension, density, and viscosity of the liquid in question and is most accurate for water and liquids very similar in their characteristics.

I don't recognise '1 mils', for one thing it is plural but only one item. Sometimes people talk of 'a mil' meaning a thousandth part. A thousandth of a mm is a micron, but a mm is already a 'mil', ie a thousandth of a meter.
