When i went to a shop that sells mostly gems and crystals most of the quartz in there were over 15 dollars. So it just depends on were you go...i would say the cheapest is probably at a flee market or the gift shop at a local museum. Al ot of people over price quartz to try and make money or make a profit because they know somebody is gonna by it. Quartz is really not worth much at all because it is far to common its one of the most common minerals especially clear quartz.
