The dividing line is called the Tees Exe line. If you look you will see all the higher ground is (mainly) west of this line, all of Scotland, Wales, the Lake District, the Pennines, Dartmoor, Exmoor & so on. This is because all of these ranges of hills are comprised of harder, older rock formations. The prevailing wind direction in the UK is from the South West, essentially from the (Wet) Atlantic. Therefore the land East of the Tees Exe line is in the Rains Shadow, most of the rain has fallen on the high ground before it arrives over the lower hill east of the line. Correspondingly the area of the highest rainfall is over the highest mountains, those of the western Grampian Mountains in Scotland.
