The country with the most time zones is Russia.

Russia does have more contiguous time zones than any other country. Ten of Russia's eleven time zones are contiguous (Lithuania and Belarus lie between Russia's Kaliningrad Oblast and the rest of the country).

Russia also has more time zones on one continent (subcontinent) than any other country. The portion of Russia on the Asian continent is divided among eight time zones.

However, if you consider the eleven countries that have overseas territories (not counting Antarctic claims), the country that has land in more time zones around the world than any other is France. They have land in 12 time zones (11 time zones if you don't count Clipperton Island, which is officially uninhabited):

UTC-9:30 - The Marquesas Islands of French Polynesia

UTC-9 - The Gambier Islands of French Polynesia
