The scientist who attempted to group elements into octaves is John Newlands. In 1865, he proposed the Law of Octaves, which suggested that elements displayed similar chemical properties at intervals of eight when arranged by increasing Atomic Mass. This early classification system laid the groundwork for the development of the Periodic Table, although it was later refined by other scientists like Dmitri Mendeleev.
John Newlands previously tried to arrange the elements by organizing them in order of increasing atomic mass. He also noticed that every eighth element had similar properties, leading him to propose the law of octaves in 1864.
To be tried by a group of "fellow citizens" refers to being tried before a jury of the defendant's "peers." This provision is not provided by the United States Constitution. The Sixth Amendment requires juries to be impartial. In addition, Article III, Section 2 of the United States Constitution requires defendants be tried by juries selected from the state in which the crime was committed.
John Newlands first published his "Law of Octaves" in 1863. It pointed out a recurrence of properties for every eighth element in a scheme involving just 21 of between 55 and 60 elements known at the tiime. Two years later he presented to the Chemical Society in London a scheme that involved nearly all of the known elements. However he tried to 'force fit' elements into this scheme with little insight, and some of the family groupings are nonsensical. Mendeleev's Periodic Law was published in 1869. His first periodic table that went with it at the time was followed by a revised version in 1871 which incorporated all known element, and left gaps for elements yet to be discovered.
The labor group that tried to organize miners in the anthracite regions in Pennsylvania was the Molly Maguires. They were arrested by Franklin Gowen, who was the president of the Philadelphia and Reading Railroad and had a strong anti-union stance. The arrests led to a series of trials and executions of many members of the Molly Maguires.
If you tried to decompose an element, you would not succeed, as elements are pure substances made up of only one type of atom and cannot be broken down into simpler substances by chemical means. Instead, they can only be transformed into different elements through nuclear reactions, such as fusion or fission, which involve changes to the atomic nucleus. Attempting to decompose an element chemically would simply result in the same element remaining intact.

Because there were gaps in the periodic table, which he invented. Unlike other scientist of the time who tried to make the elements fit theircategorising system, such as Newlands and his law of octaves, Mendeleev came to the conclusion that they had not discovered all the elements as he noticed patterns that allowed you to categorise elements if you left gaps that undiscovered elements could fill.
