Sparta was a Greek city state which went to war often: Ares is saying that like Sparta, the USA goes to war often.
He likes this because Ares is the Greek God of War.
Sparta, Thrace, and Macedonia
Ares was not widely worshiped in Ancient Greece, save in Sparta, where he was viewed second only to Athena (the city's patron god). The Spartans built their society on the principals of war, and it would have been a good place for the god of war to reside.
When Ares claims that America is the best place since Sparta, he likely emphasizes the idea of strength, valor, and a warrior spirit that both societies embody. Sparta, known for its military prowess and disciplined society, serves as a historical benchmark for excellence in these areas. By comparing America to Sparta, Ares may be highlighting American resilience, freedom, and the pursuit of greatness, suggesting that the nation represents a modern embodiment of these ancient ideals.
Ares's hometown is Mount Olympus. Even though his bumper sticker reads, I Was Born in Sparta, but I Got Here as Fast as I Could.
Ares was the Greek God of War, and he represented the violence and brutality of battle. He was especially popular in the city of Sparta, where there was a cult of worship around him; he was believed to protect those who worshiped and sacrificed to him.

No he did not. Ares is the god of war and he was a Greek god so many people believed that ares rested in the soul of every spartan man but so may also believed that rested upon mount Olympus.
I can give you general information about it. Sparta believed in the customary greek gods (Jupiter, Ares, Aphrodite, etc.), but their favoured god was Ares due to their highly war-like nature and rigorous military training. They did not wholly disregard the other gods, merely held Ares as their favoured.
Probably Ares since he was the god of war
