New answerer here: this all has to do with genetics and the migration of humans and their genes. I find it very interesting. The genes for dark hair, eyes and complections are shared with many other areas of the mediterranean, like Greece, as well as parts of Africa and Israel, Egypt, etc. I'm not a geneticist, but from my reading, it appears that darker skin and hair/eye colors are common in warmer climates. Now, northern Italians are often fairer, and you can see from a map that that part of Italy is below Switzerland, which is near Germany, etc. Many of those people exhibit fair skin, lighter hair and eyes, etc. Fascinating!

Sicilians are generally darker but there are still many light skinned, light haired people among them.
