It's probably a result of the British Empire and Commonwealth; countries such as India, Bangladesh and the West Indian countries were all under British control and the influence led to English being widely taught and spoken, and a similar admininstration system being used. People in the commonwealth countries saw (and see) coming to the UK an opportunity for an improvement in lifestyle.
