No other material even comes close for this application. The stainless steels cutlery sets seen most often are modestly priced and widely available.

Shovels are made out of materials other then metal. There holiday beach shovels are made out of plastic. and there are wooden shovels used in some cases. Also even if the shovel head is made out of metal the handles are usually wooden. This being the case your question or rather the presumption behind it is incorrect. Basically the material the shovel is made out of must simply be strong enough for the job the shovel must do and malleable enough to be made into the correct shape.
