To dissolve something is most of the time an endothermic process, which means that it "absorbs" energy from its environment during the process and thus works better in environments where this energy is easily accessed (==> warmer environments).

However, there are some exceptions. For example dissolving Na2SO4 into water. This process is exothermic (gives energy to its environment) and works better in cold environments.
