Because of the need for shielding, a nuclear reactor has to be very heavy even if only a moderate power producer, so one could only be carried in a very large vehicle. Then there is the mechanical drive, if done by steam (and I don't know how else) this would mean further equipment. But apart from these problems, it would never be acceptable to have mobile nuclear reactors going up and down the freeways, because of the risk of accident and release of radioactivity.
