You can find a Paraloph head fossil in Fossil Fighters by searching the Jungle Labyrinth in the Greenhorn Plains area. Look for dig spots and use your hammer to unearth fossils. Keep exploring the area until you find the Paraloph head fossil.
I would think a Fox Fossil
A fox would be the most likely. A moth is smaller, and therefore would take less time to decompose. However, for anything to(technically) fossilize takes a very long time

No you can't. You can only get it in Soul Silver. Instead you find a Claw fossil in the place where you would find the root fossil- Cliff Cave. You cannot find a Claw fossil in Soul Silver.
