Well, the Daily Mail is a sensationalist tabloid- it is very right wing, and it's main objective is to create alarmist or controversial headlines in order to attract maximum sales and readership.
It has often done this by distorting the truth, omitting crucial facts that would give a more balanced understanding of the situation, and also by playing upon the innate racism or other prejudices that it's readership hold. It has also falsified information about public figures, that have occasionally resulted in libel cases, and also lied about the extent of new laws or measures passed by the Government or by regional authorities.
In all, I'd say that this was pretty 'vile'- certainly, the newspaper cannot be trusted or depended upon as any kind of objective picture of what is going on in the news or in the world today.
