I am not sure which term refers to setting political Propaganda, but a network that favors one political viewpoint over another is said to be "biased" or "partisan." On the other hand, there is a theory about what the media is capable of doing: it's called "agenda-setting," and it means that the media don't tell us what to think, but they do tell us what to think about. In other words, the topics the media cover extensively are the ones we will be talking about; the topics they ignore are the ones we will probably know very little about.
