Yes, she could. Surrogate motherhood involves the in vitro fertilization of another woman's ovum with a man's sperm, then implantation of that fertilized egg (usually at the blastocyte stage) into another woman's uterus. A tubal ligation would not prevent this process from being successful.

I'm not aware of any organization that provides surrogate dogs. You would want to find someone near your location that has a bitch that is nursing. You might ask your veterinarian if they know of anyone or you could post a add in your local paper. Time would be critical and you might need to bottle feed in the mean time.

"Babymaker's Club" is just a label put on the fact that there are meetings (I guess you could call them clubs) where some couples can't have children. They will discuss anything from artificial insemination, to having a surrogate mother (meaning another woman will carry the husband's baby for the couple.) Also it is difficult for gay people to adopt children, so this gives them more of an opportunity to adopt a child.
