First I suggest finding a dress. This can be any dress, as long as it has puffy sleeves (you know the type). I'm not going to lead you through the basics of how to make a dress. I'm assuming you want to dye it. Hopefully the dress you found is white. If not, bleach it. If so, then use fabric dye to dye the dress. I mean, once you find patters for all of the pieces (the corset/waist cincher, hair thing) it shouldn't be that hard. The corset thing I suggest making either out of felt or leather. The hair thing should be a thinner fabric. Cotton should do.
