He was (he is still alive) a Russian stateman and the Executive President of the Soviet Union in 1990-91. From 1985 he was the General Secretary of the Communist Party of the Soviet Union. He wanted to carry out social and economic changes, which led to a kind of liberalization and the application of high technology in the country. It was the policy of glasnost and perestroika. Glasnost meant openness. He aimed to stop corruption and encouraged liberalization. Perestroika meant restructuring. In 1987, he negotiated an arms control with the West. He also released a lot of political dissidents and told the people openly about the abuses and crimes committed during the Stalin regime. Keeping his Communist ideals, he realised that the politivcal monopoly of the Communist Party had ended. His doctrine led to the dissolution of the Soviet Union in 1991.
