It would seem that "those who understand binary" and "those who
don't" would only be two types of people or two categories, not "ten".

Anyway the Binary System is based on the number two and uses only two digits "1" and "0".

So 10 in our system is (one group of ten plus zero) = 10 objects

However, in binary 10 is (one group of two plus zero) = 2 objects

Examples of the Binary System:
1) 110 = (4 + 2 + 0) = 6
2) 111 = (4 + 2 + 1) = 7
3) 11101 = (16 + 8 + 4 + 0 + 1) = 29

4) 100001 = (32 + 0 + 0 + 0 + 0 + 1) = 33
5) 111111 = (32 + 16 + 8 + 4 + 2 + 1) = 63

The binary System is the basis of a trick where a person picks
a number between 1 and 63 and then tells you which of the six
charts the number appears. Of course if it appears on all six
of the charts so you add up the numbers in example 5 above and
tell the person that his number was 63. He is so amazed because
he is in the category of "those who don't understand binary".

What is the point of pi day?

It is a celebration of geekdom! Many people would give you a blank stare if you mention it. Only those in the know understand what it is all about. Sort of like saying, "There are only 10 types of people in the world. Those who understand binary, and those that don't."

How would you understand this statement there are 10 types of people one understands binary numbers another doesn't?

I would guess that 10 in binary is the same as the number 2 as we would understand it. Binary is a language made up of just 1's and 0's.

Who developed the binary number system?

'Yes/No' type systems have been used for millennia eg in India, China. I think Leibniz was the first modern mathematician to write explicitly about '1-0' in the 18th Century, followed by George Boole's paper on logic systems (1854?) which eventually became known as Boolean algebra. "There are 10 types of people in the world - those who understand binary and those who don't"
