N'est-ce pas ? means "isn't it?" or "isn't that so?" in English.

With "N'est-ce-pas ?" You can translate all the tags in English (isn't it? , don't you?, haven't we?... ) For example,

Tu es libre ce soir, n'est-ce pas ? > You're free tonight, isn't it / aren't you?

You are French, aren't you ? > Vous êtes français, n'est-ce-pas ?

You don't like dogs, do you ? > tu n'aimes pas les chiens, n'est-ce pas ?

Easy, isn't it ? :O)))

Still, it is probably more common to simply say "non ?" instead.
n'est-ce pas ? means isn't it?
