Well you have to give Bigtoe, the huge monkey, a fancy hat. He'll give you the dialpad slot. To get a fancy hat, you have to flush Messie back to his lake and take his hat after he is gone. Then you free the Flying Pig and pick up the feathers that he left behind and combine them with the hat. Then you have a fancy hat.
