Ok I'm going to try and answer this as clearly as I can.....

Means-tested programs are programs intended to help the needy: that is, individuals or families whose incomes fall below specified levels, such as a percentage of the official poverty line. These programs include Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), and food stamp programs.

Non means-based prgrams are typically entitlements for meeting eligibility criteria. I, for example, was in the Marine Corps and was entitled to 100% free health care, housing and food allowances, and extra government benefits such as separation and hazard pay while being deployed to Iraq and Afghan. Even though I wasn't considered to be part of that percentage living in the poverty line, I was still receiving government benefits that helped me live (not a wealthy life style) but a sustainable life style.
