I think you're thinking of Old Chicago which was not in Chicago but in Bolingbrook, a far southwest suburb near I-55 and I-53. The amusement park was located in the southwest quadrant of that intersection and was surrounded by an indoor shopping mall. The site eventually failed reportedly due to lack of any anchor or major retailer/s. It was a cool place at the time. That was where I saw my first rollercoaster with a 360 degree loop!!!

At one time there was a Glen Echo or Glen Echo falls and this park was (Blasted) by Red Cross foundress Clara Barton. The park was in Maryland, not strictly speaking DC. Washington has a plethora of museums and historical sites which take up much of the tourist"s time and money and this might tend to eclipse any Amusement park impetus.
