You could trap a shrew with a havahart trap. Bait it with sardines, or peanut butter with Meal worms. If you don't catch it, hire some to do it for you.
Animal Control has told me to use raw bacon with salt dumped on it.

Not sure if you mean small Shad and other forage or actual minnows sold at bait shops but either way a casting net is best for all of the above rather than any lure.
As the fish start to slow down and go deeper in cooler waters you can use live bait, such as minnows, to get a strike out of them. A minnow-like lure on a slip sinker works well too.
